In my view the campaigning Election vehicle run by LGC and CLP's. Funding from various sources which will of course be properly declared.

Is 'Newham Labour Party' a recognised contitutional party within the Labour Party?

No, but official party advice in boroughs with multiple elections is to use the borough name.
Which makes sense to me.
