Ward issues

·        On 4 October after my surgery I attended a meeting of Leather Gardens Residents & Tenants Association with Cllr Whitworth in Brassett Point. It was a lively but constructive meeting with the Council concierge manager, discussing communal repairs, anti-social behaviour (ASB) & service charges. An inspection of David Lee Point was agreed as was a further inspection of Brassett Point.

·        A Council tenant who has caused ASB in the ward for many years to local residents was jailed this month for violent behaviour and homophobic abuse. A 3 year banning order was also imposed. Many thanks to local Police and Council enforcement officers for finally being able to bring this perpetrator to justice and protect residents.

·        23 October I took part in an inspection of all 21 floors in David Lee Point with Cllr Whitworth, Concierge officer, Leasehold services officer and a resident. The block was clean but minor repairs were noted and reported. Issues of ASB were also discussed.

·        All ward Councillors, Council senior officers and the Mayor, Rokhsana Fiaz attended a remembrance ceremony on 24 October organised by the local Police to honour PC Nina Mackay, who was killed on duty 21 year ago in Arthingworth Street E15

·        All 3 Ward Councillors met on 29 October with representatives of Newham Clinical Commissioners to express our concern on behalf of many constituents over the pending closure of West Ham GP surgery following the retirement of its main doctor. There had been huge opposition to this plan. We asked for the closure to be reconsidered or at least postponed but this was refused on the grounds that the premises were totally unsuitable and the practice was too small. At my surgery on Saturday residents told me that they are collecting a petition and will be asking for a meeting with the board of the local NHS Trust to protest further.

·        The planning application for a very large private tower block in Abbey Road next to the DLR station has been refused by the local planning committee. Congratulations to local residents for their very effective campaigning against this unsuitable application. It is likely that the developers will come back with a revised plan which probably will still be of concern to residents.

·        I was pleased to attend the 2nd anniversary of the opening of the Darul Jannah Community centre on November 5 and give out prizes to top performing students with Councillor Whitworth and other Councillors.

Other

·        I was also pleased that the Labour Candidate Moniba Khan was elected as a Councillor in the recent Boleyn by-election with 74% of the vote. I had been campaigning with ward members.

·        I am due to present on my role as Cabinet member for Housing services to next month’s meeting of the branch (Now January 2019).

Ward issues
Following complaints from residents and my visits during the election campaign on 9 August I inspected, with technical and caretaking officers, Maud Gardens, E15. A number of communal repair, parking and caretaking issues were identified. We were also able to visit an elderly resident with a serious disrepair issue and since then an emergency decant to alternative accommodation has been arranged. The Council is carrying out what is called a “stock survey” of all its accommodation to identify repair and refurbishment works needed.

Friday 15 August I took part in an inspection of Brassett Point with residents, technical officer and concierge manager. The block was clean and secure but there was also a number of issues identified regarding communal repairs, anti-social behaviour, parking, and leasehold charges. Cllr Whitworth presented a petition from residents at the full Council meeting on 17 September. A follow up meeting with local ward Councillors has been arranged for 4 October 2018.

I also met up with Eastside Community Heritage about a possible “Art in Tower Blocks” scheme. Brassett Point residents indicated that they would be interested in finding out more. I will speak to officers. An inspection of next door David Lee Point is also being arranged.

Planning application in Abbey Road 
This application is for a very large new tower block on the site next to the DLR station. Local residents have been up in arms about this development as being unsuited to the neighbourhood in design and height (amongst other things). I have met with local residents who made a series of formal objections to the application. Newham planners have recommended that the application be rejected. Cllr McLean and I will support objectors when the application comes to planning committee. Cllr Whitworth is a member of Planning Committee so cannot be involved in this campaign.

Newham Boxing club 
The club has approached local Councillors for support to redevelop the site in Church Street. We have asked regeneration officers to look at the proposal.

Durul Jannah Community Centre, E15
Is appealing against a decision of the local planning committee. Cllr Whitworth and I spoke in favour of the application at the committee (before he became a member of the Strategic planning committee)

Other
Last month I attended the Labour Party conference in Liverpool as a Councillor (self funded). During which I attended 9 housing fringes.

I attended the evening meeting of the Stratford & West Ham Assembly on 12 September. It was well organised and very constructive with about 80 people attending. It is probably the best residents’ meeting I have ever been to either as a Councillor or officer.

Councillor Report to West Ham Ward 1.7.18

"Dear Members, Firstly, may I apologise for the lateness of this report. The past few months have been exceptionally busy (for all of us).

Many thanks to all everyone who supported Cllr Whitworth and myself to be reselected as your candidates in the elections in May and for all your help in us being re-elected with such massive majorities.

Welcome to our new ward colleague Cllr Charlene McLean and at the same time best wishes to my former West Ham colleague, Cllr Freda Bourne upon her retirement.

Congratulations to Cllr Whitworth on being elected by Newham Labour Group to be a Chair of Scrutiny and Cllr Mclean upon her appointment as Deputy Mayor by our new directly elected Mayor, Rokhsana Fiaz.

Shortly after the election I was also appointed by the Mayor, as Cabinet member for Housing Services and Chair of the Investment and Accounts Committee.

I have taken a leave of absence from my employer to carry out the role which so far, at least, I am finding fascinating but extremely challenging. Newham has nearly 26,000 households on its waiting list; private sector rents and house prices have shot up and arguably, we have the highest rate of homelessness in the country. While we will not solve the housing crisis in Newham without a change of government there are significant steps we can take to make a real difference.

Surgeries and case work

I have attended 2 surgeries per month in Vicarage Lane Community Centre and Brassett Point Residents Association room. However, from next month due to the problems with Vicarage Lane (see “ward issues”) I am changing location and times as below :-

· Stratford Library – 1st Saturday in every month 10am-11am

· Brassett Point – 1st Wednesday in every month 5pm-6pm.

Examples of recent casework involve overgrown trees, disabled adaptations disrepair, “Right to buy” dispute over valuations, boundary wall disputes, home visits about damp/disrepair. I have made a number of repair reports via “Love Newham” app, I am still unimpressed with repair failures in the Church Street block run by One Housing Group despite a second meeting with management and residents.

Ward Issues

Planning application in Abbey Road
An application for a huge private tower block next to the DLR station has now been submitted. Many residents are extremely concerned about the development. I have met with residents and developers and have submitted the concerns of residents. There will be future meetings. Cllr Whitworth is now on the Strategic Planning committee so will have to step back on this issue.

Durul Jannah Community Centre, E15 – Planning permission
Unfortunately a change in planning permission for this centre was refused and trustees are considering an appeal.

Apart from this set back there was a very successful awards event at the centre.

New Lifts
I have attended an evening LBN consultation meeting on lift renewal

Other Issues.

Workers Memorial Day 2018
On Saturday 28 April 2018 we had the most well attended event for many years. Many thanks for Lyn Brown MP and the Mayor (then a candidate) for attending and laying wreaths remembering all those killed at work or who have died of work related ill health at the Three Mills Green Memorial.

Rebecca Cheetham Nursery School
Due to time constraints I have been forced to resign as a School Governor but I have assured the school that if they need any help or assistance that they can still contact me. After 8 years it is probably time that they have someone new to replace me.

Lewisham By-election
With West Ham Labour colleagues I went on a canvassing session to this by election.

Councillor Report 3.1.17 - "Could we become Haringey Development Vehicle (HDV) Two?"

This is my latest written report (previous one 7 December 2017).

Council Issues
Meeting with Senior Council officers

13 December. I met again with other concerned backbench Councillors senior officers at Newham Dockside to discuss and examine reports on the way that the Council buys and manages commercial properties for investment purposes. The meeting was constructive and informative but I still have huge concerns about the governance arrangements and oversight. Newham is borrowing hundreds of millions of pounds to invest in property. We are still being refused sight of the Newham Council reports on the London Stadium disaster and the reasons for the £50-60 million pound losses. This is an executive decision not to release and not by officers.

Newham Council Investment & Accounts meeting
14 December. At this meeting while discussing the minutes of the previous joint Audit meeting the Director of Finance confirmed that the £40 million original loan to the London stadium is not being “written off” but swapped in some “debt for equity” exchange? Since the loan was recently declared in our annual accounts as “impaired” (currently worthless) I do not know what on earth that means? Nor what happens to the lost £4.4 million interest charge, the £5 million loan for investments in the Olympic South Park and the £12 million of "working capital”.

I was very shocked to hear that some Newham Schools are allowing private contractors to not enrol new starters into the Local Government Pension Scheme. This will penalise already low paid female school staff and is of course a disgrace and these schools should be named and shamed.

At the meeting there were members of the Newham Carbon Divestment campaign. I suggested that they should be allowed to make a presentation at the Newham Pension AGM.

Newham Cabinet Meeting. Could we become Haringey Development Vehicle (HDV) Two?
21 December I attended Cabinet as an observer and spoke to the Mayor about privatisation of Council services and also a proposal to set up some special vehicle to run all Newham’s property assets (we are talking potentially billions of pounds). I am astonished that this is even being considered before we learn the lessons on what went wrong with the London stadium special vehicle. This could be an even worse political mess than Haringey Council has found itself over its property development vehicle. I asked the Mayor if he would bring any such future plans back to a full Council meeting for approval but he did not agree and said it would go to Labour Group.

Fortunately Cllr’s Hussain and Clark managed to amend the proposal to just doing a review of existing arrangements and nothing else.

Review of Scrutiny arrangements
The Select Committee on Communities and Local Government has recently published a hard hitting report criticising many Councils for inadequate Scrutiny of Executive decisions. I have publicly commented on this report with and I am pleased that Scrutiny Chair, Cllr Rokhsana Fiaz, will be taking the recommendations to the Overview & Scrutiny Committee.

Surgeries and case work
I have attended 2 surgeries per month in Vicarage Lane Community Centre and Brassett Point Residents Association room. Casework regarding Academies, ASB; parking ticket policy; disabled adaptations disrepair, speeding cars, Right to buy, insurance and forming a Tenants & Residents group. I was most unimpressed with repair failures in the Church Street block run by One Housing Group and I am trying to arrange an inspection. I have received a petition from residents which I will present at the next Full Council meeting.

Ward Issues

Ward meeting/Xmas Social
7 December I attended ward meeting and went on to enjoy the Xmas social. Many thanks to Lyn Brown MP for attending and the organisers for a great evening.

West Ham campaigning & petition on lack of social homes in Ford Showrooms development
We are waiting for the planning meeting. There is now a West Ham Labour ward petition at Change.org http://chn.ge/2iq4UKb. Please support this petition.

Durul Jannah Community Centre, E15 – Planning permission
19 December. I spoke in favour at a hearing for a change in planning permission for this centre. Officers are opposed but I think they have got it wrong over this issue. I was supported by Cllr Forhad Hussain and Cllr Mas Patel. Unfortunately due to a mistake with the paperwork the application had to put on hold but I hope this can be sorted out as quickly as possible.

Labour doorstep
9 December after Surgery I went door knocking & leaflet distribution in Stratford ward with a local Councillor and activists.

Councillor Candidate’s selection meeting postponed.
Apologies to ward members who had reserved 9/10 December for the chance to elect candidates for the local elections in May 2018. Due to a number of appeals outstanding for applicants who did not pass the initial interview the Regional Labour Party has postponed the selections. No new date yet.

Mayoral “trigger ballot” to be rerunThe Mayor, sent out a press release saying that he wants a rerun of his selection process as the Labour Candidate for Executive Mayor. I thought his release was extremely odd but it does appear that he concedes that the process was “rigged” and that it needs to be rerun. I strongly support it being redone but think that there is not enough time for a Mayoral “Trigger” and selecting Councillor candidates, so I believe that there needs to be an open selection process for our Mayoral candidate.

London Collective Investment Vehicle (CIV)
11 December I attended with UNISON colleagues for the public part of the business meeting. The CIV is planning to manage nearly all Local Government Pension funds in London (including Newham). However, the governance arrangements are nonsensical since there is no beneficiary representation.

Anti Academies Protest Hallsville School
23 December I attended a successful and well organised protest outside Hallsville School in Canning Town with parents, teachers, children and 4 other Newham Councillors (including are very own John Whitworth). I was quoted in the Newham Recorder that the Council must raise it game since schools are blaming it for “forcing” them to become academies due to lack of support.

UNISON
I am standing again for election as the Greater London UNISON Regional Finance Convenor (for the 10th year)

Workers Memorial Day 2018
Date for future is Saturday 28 April 2018 when West Ham Labour Party and local trade unions will be remembering all those killed at work or who have died of work related ill health at the Three Mills Green Memorial.

Living wages in Newham Schools
As a school governor I have sent in a question to the next Newham Governors Forum asking all schools to declare whether they pay a London Living wage to all their staff (including agency and contractors)

Donation in lieu of Christmas Cards
Once again I made a donation to a charity rather than send any Christmas cards. This year to the Magpie Trust which helps homeless families in Newham.

Congratulate Seyi Akiwowo
Finally, I think we should congratulate your ward chair (& Forest Gate Councillor) on her contribution to the UN about on-line hate and founding the campaigning group Glitchuk.

This is my first written report since the General Election campaign. On the day it was announced I was on holiday walking in North Wales when I received a call on my mobile from the West Ham CLP Chair and she said to my astonishment “Hello…is that Agent Gray?”

So I was the Parliamentary Agent for our candidate, Lyn Brown (for the 3rd time in a row). It was a short but exhausting campaign but I was really pleased that she was re-elected with a massive increase in her majority and Labour did so well (never forgetting that we did not win. But we will next time). Many, many thanks for all the hard work and commitment by West Ham ward members in this election all over London (and outside).

Council Issues
Fossil Free Newham Launch 25 April
I was invited to attend the launch by activists who want the Newham Council Pension Committee (I am a member) to divest from investments in carbon companies. I made a contribution in my personal capacity that I broadly support the aims of the campaign but reminded the meeting that the pension fund did not belong to the Council but to its staff and pensioners.

Newham Council AGM 18 May
This is the formal meeting that takes place at the historic Old Stratford Town Hall.

Newham Authority Governor & Free School Meals
I am a School Governor for Rebecca Cheetham Nursery School and Ranelagh Primary School. In my last report I expressed concerns and made representations about the 60% proposed recharge to schools of the cost of providing meals to primary school children. I am pleased that the Council will now be providing 100% of the cost.

Newham Full Council meeting 10 July 2017
There was a dispute about the minutes from the AGM. I was late at that meeting and missed the part under dispute. Despite a majority of members voting to accept the minutes it would appear that there was some sort of mistake since business that the AGM minutes stated had been passed at that meeting were voted on again at the 10 July meeting.

I got assurances that the Newham Housing Residents Scrutiny Commission will meet again and that there will be consideration on how all residents who live in Housing Association or privately owned blocks can scrutinise their own fire safety.

There was unacceptable personal attacks made by Executive Members at that meeting against a senior Councillor and a Newham resident which I understand are being investigated.

Newham Cabinet meeting 7 September 2017
The Mayor made a statement at the beginning of the meeting that there had been misreporting on social media about the £40 million “impairment” on our loans to the West Ham FC/Olympic stadium but he cannot comment any further on the matter since there is ongoing negotiations, which are commercially sensitive but once they are over there will be full disclosure. 

I asked for reassurance that the new cladding that will be put on our Newham tower blocks will be safe and that there will be no unintended consequences or risks. I also asked (again) for copies of pre Grenfell fire risk assessments for tower blocks in my ward. I received such assurances from the Executive Advisor on Housing, Cllr Terry Paul and the Mayor confirmed that I will be sent these risk assessments. I did not however receive these assessments until I chased.

Newham Full Council Meeting 18 September 2017
At this meeting I was very disappointed that my written questions submitted via the Chief Executive on the “impairment” and “write off” of the £40 million loans to the West Ham/Olympic stadium were not heard. However, I was able to ask a similar question during the debate on the financial report and was told by the Executive Advisor that the loan was not written off but “impaired” and that it had no impact on the current Newham budget. Any costs regarding Grenfell will also be fully met.

Newham Audit Committee/Investment & Accounts Committee 27 September 2017
This was a very difficult joint meeting of (firstly) the Newham Audit Committee to consider whether or not to recommend to the Investment & Accounts Committee (I&A) to approve the Newham Council accounts 2016/2017.

Once they received this recommendation (or not) then I&A will consider whether or not to agree to approve the accounts.

Some of Audit committee members were concerned that they were being asked to recommend approval of the accounts despite receiving legal advice form the Council chief legal officer that they had no obligation to do so since the auditors had not finally agreed the accounts.  Bearing in mind we were facing an unexplained £44 million “impairment” (explained as not a “write off” at the moment but a “write down”) as well as an unknown figure that had been given as some form of “working capital” to the stadium. They asked for a delay to clarify things. It was confirmed by the auditors that there would be no extra costs if there was such a delay.

In a split vote the Chair of Audit (the Executive Advisor on Finance) used his casting vote to recommend the accounts and did not allow the independent member to vote. Which is of concern since she has acted as the Vice Chair and voted in previous decisions?

I decided to vote against approving the accounts as a member of I&A (not Audit) because no one could explain what had happened to the £44 million of public money that had been impaired (written down?) but mainly because I had asked the Section 151 officer how much working capital had been invested, have we lost it and when and who had authorised this public money to be used in this way – and she said she did not know but was trying to find out. I said that it would appear to be as much as another £8 million but she said that she did not know but didn’t think it was that much.

I thought that since we did not have to approve the accounts at this moment I could not approve them under these circumstances and voted against. The Accounts were approved by a majority vote.

Surgeries and case work
I have attended 2 surgeries per month in Vicarage Lane Community Centre and Brassett Point Residents Association room. There has been a number of cases regarding ASB; drug dealing; parking; housing disrepair, service charge disputes and neighbour disputes.

I have made a number of home visits and estate inspections.

Ward issues
Rent rises for Key workers One Housing Group
In my last report I mentioned support for these tenants with Cllr Whitworth and I am pleased that the (up to 40% rent rises) have been suspended. I did meet up with One Housing Group management. However, this is primarily down to the hard work and solidarity of the tenants. Well done to them. Further negotiations are pending.

West Quadrant Neighbourhood Meeting
I have attended 2 recent meetings and I am pleased that despite there being no consultation beforehand on its structure and being far too geographically large that the meetings have gone well so far. There is a useful exchange between officers and Councillors on a range of services and local issues.

Grenfell Fire
Like everyone else I was shocked and horrified at what happened. As a Housing worker who has managed inner city high rise blocks for many years and a safety practitioner member of IOSH, I was simply stunned then angry because I was always told that such a thing “could never happen”. I have been pressing the Council over fire safety in all buildings in Newham, whether owned by the Council, Housing Associations or privately owned blocks. I am now on a special Newham Council “Fire Safety in Tower Blocks” scrutiny.

Newham Boxing Club 14 July 2017
Cllr Whitworth and I had a fascinating tour of this centre (a former Council communal bath house) in Church Street and a presentation on an ambitious redevelopment plans by club volunteers to which we offered our provisional support as ward Councillors.

Street Party & Summer Fair 29 July 2017
With Cllr Whitworth we attended a lively street Party at Richardson Road then the impressive HAFS Academy Summer Fair in West Ham Park.

Ward walkabout with Enforcement officers 9 September 2017
Cllr Whitworth and I had what we both felt a really useful walk around much of our ward with the Enforcement officer who is allocated to us. I was very impressed with his local knowledge and proactive attitude to problems in our ward.

Labour Campaigning
During the General Election campaign as agent I went mostly with our candidate Lyn Brown, door knocking and/or supporting street stalls in West Ham ward, Forest Gate North & South, Stratford & Newtown, Green Street West, Plaistow South, Custom House as well as Ilford North, Durham & Harrow West CLP.  As well as attending Electoral Registration & local Labour Party planning meetings. Since the General Election I have been campaigning in West Ham & Chingford & Woodford Green CLP (the new marginal. IDS seat)

Workers Memorial Day 28 April 2017
Helped organise another event at Three Mills Memorial to mark this day with Party activists and trade union branches to remember those killed at work or from work related ill health. It is also a campaigning day to improve the safety of the living.

Newham Anti Education Cuts Campaign 12 July 2017
I have now attended 2 meetings with Councillors, Party activists and Newham trade unions to organise a local campaign to oppose the Tory Government cuts to school budgets. As a School governor I am trying to find out alternatives to Academisation.

Anniversary of V1 attack Dames Road E7 27 July 2017
Helped organise this event to remember the murder of at least 34 East Londoners on a bus from Nazi rocket attack in 1944.

Labour Party Conference September 2017
What a fantastic conference. I attended it as a Newham Councillor (self-funding)
