WHAT IS GOING ON IN UNISON’S NEC?

 

A great post by UNISON NEC member Stephen Smellie. We still have pragmatic and committed NEC members such as Stephen, a great General Secretary, branches, staff and activists. But what a complete and utter mess our union is in due to these "incompetent" bullies and harassers...

"I should quickly answer- I don’t know!

Last week there were the scheduled meetings of the NEC sub-committees of Finance and Staffing. I am not a member of either so can’t give any first-hand accounts. However there have been statements issued by the group Time For Real Change (TFRC) and by a number of NEC members not affiliated to that group. The General Secretary has also written to NEC members to say that the Staffing Committee was cancelled, as was the meeting with the staff trade unions. 

What seems to have happened is that at the Finance Committee an issue was raised where the Chair reported that he had asked for details of payments made to NEC members to cover their release from their jobs. The overall costs of this were provided but not a breakdown of which NEC members were involved and how much this was for each. Staff advised that they could not release names or the costs of each as this would be a breach of GDPR.

There then followed a disagreement and, allegedly a staff member was told that they would be disciplined if they did not release the information requested. This led to staff withdrawing from the meeting.

The Staffing Committee meeting due to take place the following day was then cancelled by the General Secretary as no staff would attend. She has reported that she is trying to arrange meetings with the Presidential Team and staff trade unions to try to resolve issues.

The Chair and Vice Chair of the Staffing Committee were, apparently, not consulted about this and they decided to proceed with the meeting without staff being present.

In this meeting they put forward proposals that current vacancies for Assistant General Secretaries and Regional Secretaries (including the Scottish Secretary) should not be filled till a proposal that they should be elected positions be considered by the NEC and then the National Delegate Conference.

I accept there may be inaccuracies in the details above but that is what I think has happened.

These events are against a background where the TFRC faction on the NEC, who gained a majority at the NEC elections last year, have been pushing through changes to the way the union’s NEC operates to effect the Real Change that they stand for. As I have written before, exactly what these real changes are, have not been clear, either in their election material during last year’s NEC election campaign, nor since.

However, one by one, proposals have been unveiled and presented as proposals which are then agreed by the majority at the NEC or sub-committees.

These latest proposals, of which no-one outside the TFRC faction were consulted on or asked for an opinion on or even given pre-warning of, are the latest to cause controversy and generate great heat.

Before the past week’s events the actions of TFRC and the decisions their majority have taken have caused considerable kick back. Several Regional Councils, including Scotland, have passed motions condemning the NEC for its actions, a number the National Self Organised Groups have raised concerns at the lack of diversity in the appointments to NEC positions and the perceived attempt to not allow the SOGs to nominate the members to represent them at TUC conferences and committees. The have also enraged some senior staff members with talk of discipline if they do not carry out instructions.

Alongside these controversies is the long running saga of the TFRC appointed President who was suspended from the union for near 2 years. While suspended he ran for General Secretary and received around 30% of the votes cast and was re-elected onto the NEC in the male Local Government seat. His suspension was recently lifted by a decision of the Chair of the Development and Organising Committee, as per the adoption of the controversial motions. What he was suspended for and what charges were levelled against him, I do not know, although there seem to be plenty of people who claim they do know!

The suspension being lifted, the President was able to chair the last NEC meeting. I missed most of the meeting due to other commitments, but he did a competent job in chairing the meeting.

He has also been suspended by his employer and faces possible dismissal. Again, I know nothing of the charges he is facing but, again, many other people seem to. Some claim it is a witch-hunt against a trade unionist whilst others say the complaints made by UNISON members regarding his conduct may justify the possibility of dismissal.

If he is dismissed, he can apply for unemployed membership and that can be approved by the NEC. This would allow him to continue as President and NEC member whilst he appeals against the decision. Rather strangely the Vice-President announced that if he is dismissed, his application for unemployed membership will be approved. This without consideration of what he is to be, or may be, dismissed for. I find that strange. Not that this is what is likely to happen, but that the Vice-Presidents should announce so boldly that this was their intention, no matter what the case is. They added to the consternation by saying that any member of staff who sought to block this would be disciplined. This was interpreted by staff as a bullying threat. The VP’s statement was, wisely, withdrawn and not voted on at the NEC.

When TFRC members (I am assuming they are members of the faction which is operating quite openly as a ‘party’ within the union – as an aside, I would like to know what the membership conditions are and what forms of accountability and democracy they apply) called for Real Change they were not clear what they meant or intended.

Some of the proposals they have put forward are, to me, not unreasonable but they were not part of any published manifesto. Their election statements were vague and populist. They stood for change in the leadership, for fighting back against austerity and so on.

They did not say that they were for fewer women and black members in leadership positions. Or for undermining the role of the Regional Convenors group or the Self Organised Groups. Or for pre-judging the outcome of investigations and hearings. Or for disciplining staff for refusing to breach GDPR legislation. Or for usurping and undermining the role of the elected General Secretary.

All of these things they have been accused of doing.

My observation is that they have so far been incompetent and insensitive in how they sought to bring about change. They are relying on the fact that they have a majority and so can do what they want. Without needing to persuade others who are not in their faction and sometimes without even bothering to learn how things work.

The recent issues are a case in point.

It has been known that some NEC members, for some time, have been getting their wages paid by the union. This may be justified as the employer may not have been willing to grant the amount of time that senior elected activists need to be able to fulfil all of the tasks asked of them. However, there are risks in this. The NEC member is then accountable not to their employer, or their branch, for their time, but to the union officials who pay the wages. They are now, potentially, a paid servant of the union official. This is especially the case when other NEC members are not advised of who is getting paid and who is not. It is therefore perfectly reasonable to ask for some transparency on this issue.

However, prior to this week, I as an NEC member was not aware that this longstanding arrangement was being challenged or that it was even being questioned. Demanding the release of what is personal information covered by GDPR, and threatening staff who say they cannot do this, is stupid. The issue should be discussed, and the practice considered openly. Who is currently involved, and how much each individual might be costing the union, is not the point. Discussing whether we want this practice to continue and how it might be done in a more transparent way, perhaps with agreed criteria, is entirely justified. Threatening staff with discipline and provoking a possible dispute with the staff trade unions is not.

The issue discussed at the Staffing committee, the election of senior officials rather than their appointment, is a legitimate issue to raise. I think motions to NDC in the past have been ruled out of order as staffing matters were not to be discussed. That always begged the question, how do we discuss such a proposal? What are the pros and cons of such a proposal?

I am not sure whether putting a motion forward to the NEC, voting it through with the majority they have, and putting it to the NDC is the best way to take the issue up. Some folk with longer memories believe the issue has been discussed previously at NDC and not supported. If this is true then the proposal that the NEC put forward a motion, contrary to NDC policy, is itself problematic for a union that believes conference is sovereign. The NEC has agreed to the Staffing Committee recommendation that there be a review of staffing. That would be a process where this issue, amongst many more, could be openly discussed and debated. Attempting to reach a consensus is usually a good way to proceed, developing understanding, building bridges before forcing your view through and creating opposition and resentment.

I have said before, the task of a faction that purports to be of the ‘Left’ and seeking to bring about change for the benefit of the union membership, and not simply their own interests in gaining and holding power, is to build support for their ideas and policy options. TFRC are in such a hurry to take power in the union that they don’t seem to want to give anyone else time or space to voice their opinion, or to develop working partnerships with those other activists, and staff members, who are sympathetic to the general idea that Real Change is needed.

For the record, no-one in TFRC, nor anyone from the faction that previously held the majority on the NEC, or any member of staff was consulted on the contents of this article or sought to influence it. I would venture that very few of them will ever read it!"

"racist, spineless, uneducated scum" (Yep they are. I agree)

I haven't always agreed with everything our local weekly paper "Newham Recorder" has published over the years (or not published) but I totally agree with the comments below by its editor Michael Adkins on the foul and disgusting abuse my inspirational ward Councillor, Seyi Akiwowo, (photo right) received recently.

"While the birth of Facebook and Twitter has helped connect people like never before, launched careers, created millionaires, allowed us to follow our heroes and get in the mind of President Trump, social media has a sinister side.

It allows odious keyboard warriors to post wretched personal insults and threats from the privacy of their home, workplace or library.

It’s fast becoming a breeding ground for trolls who feel it’s given them free reign to insult, harass and threaten hardworking, decent honest people with their bigoted and racist bile.

Impressionable children are at risk of online grooming or 24/7 abuse from a playgrund bully.

At 25 years old, Cllr Seyi Akiwowo is Newham Council’s youngest representative.

Her work at the European Youth Hearings would have been a proud moment for all who know Cllr Akiwowo and the London Borough of Newham.

But the Twitter trolls simply saw it as an opportunity to show their true colours - as racist, spineless, uneducated scum.

Policing and managing social media is one of the biggest challenges we face and I’m not sure we have the answers.

Media organisations are subject to strict laws, rules and regulations when publishing stories. However, individuals are rarely prosecuted for breaches on social media.

Worryingly terrorist organisations like ISIS have used social media to spread their hatred globally.

London Mayor Sadiq Khan

I am so pleased and chuffed that Sadiq has been elected our Mayor for London with 1.3 million votes. I am also proud that Londoners have clearly rejected the vile and racist smear campaign that Tory candidate Zac Goldsmith, his advisors and some of his supporters have run.  Following post election comments made by some leading Tories it seems that this view was shared by even them.

The behaviour of the "Evening Standard" was also dreadful. Why do we have such an awful gutter press?

To me the 3 chief policies I look forward to Sadiq pursuing are :-

1. Ordinary Londoners now have hope that they and their children in the future can actually afford to rent or buy a home in the capital.
 
2. No more inflation busting bus and rail fare rises either
 
3. Making sure that we have a real Community Police Service that respects and protects all Londoners.

Looking forward to a similar Labour Victory in 2020 (or hopefully sooner)

Well done to our new Mayor, Sadiq Khan.

The right to vote is so precious. People have suffered and died for this right. Politics in this country is far from perfect but if you don't vote, then you betraying these democracy martyrs from the past and present and just giving the thumbs up to bigots, dictators and fascists.

Equal Marriage Victory in House of Lords

Excellent news! a wreaking amendment to oppose Equal Marriage was tonight soundly defeated in the House of Lords.

While I respect the principled opposition of those who genuinely believe that Equal (same sex) Marriage is under minding their faith in some way.

Much of the opposition is actually motivated by sheer homophobic hatred and bigotry - and should be shown up as such.

The Bill still has several stages to go in the House of Lords, it would appear that there is overwhelming support.

While I think that Equal marriage is really important and removes a stain on our society, I suspect in a few years people will think, what on earth was all the fuss and bother about? and why wasn't this introduced decades ago.

London UNISON Local Government Committee AGM - "the Horror, the Horror"

A report on yesterdays AGM at the University of London Union (ULU). When I arrived there was the usual UNISON ultra leftpaper sellers” outside the main entrance. I wasn’t sure which room the AGM was taking place so I went to the ULU reception desk were there was an ULU student complaining about the "revolutionaries" handing out leaflets. He claimed they were blocking entry into the union. He was demanding that staff got rid of them. The reception staff were arguing that they were not students and that there was nothing they could do. He responded “Well, who are they?” - I just meekly asked were the UNISON meeting was and then quickly ran away. Things have obviously changed since I was a student.

The AGM itself went "quite" well compared to previous meetings of the LGC that I have had the misfortune to attend. It was the last meeting chaired by its long serving Chair, David Eggmore, (my pesky election rival who had beaten me twice for a place in the UNISON Service Group Executive) was retiring from the post. So people may have decided to be relatively civil and polite to each other I suppose. Which was refreshing but I will not hold my breath for future meetings.

The committee itself is dominated by ultra left supporters from various revolutionary Trotsky Political Parties. So in the elections itself, those who I consider to be the forces of light and reason were comprehensively defeated (including me). However, there is room for optimism. We had a solid 1/3rd of the votes which I think shocked many on the "United Left" who always assume (wrongly) that they speak on behalf of everyone in local government. I am optimistic that we can build on this and we just need to organise ourselves better to win.

There were a number of positive and constructive things discussed during the meeting. But most of the business was not that relevant to my members who are not directly employed by London Councils. UNISON is hopefully changing its structures to more accurately reflect member’s interests but until then we have the LGC.

The chief United left "Red baiter" (of any socialists he doesn’t like) and witch hunter general was there droning on about various things. Every time anyone spoke against the Trotsky received wisdom you would be mildly barracked and glared at by the extremists who cannot deal with any opposition. It’s more unpleasant than threatening but no wonder many moderate "centre left" delegates don’t want to attend such meetings.

However, I am the ever the eternal optimist and I look forward to attending regional service group UNISON meetings in the future whose business directly concerns my members and that people feel confident to attend and participate without feeling, let us say “pressurised”, by those who consider the LGC to be their own private club.

Leila Deen – Green Custard Bigot.

Tony Blair famously once joked that his New Labour mission would not be complete until the Party loved Peter Mandelson. The unbelievably arrogant, stuck up and conceited Leila Deen has done the impossible. She has made people feel sorry for Mandy!

These sort of bigots don’t care what damage they cause to their campaign by such actions. All they want is vain-glory and their 3 minutes of “fame”. Yes, Mandelson and Gordon Brown have turned it around in their favour and made jokes about it.

However, it could have been acid in that cup and all this will do apart from discrediting her cause is helping those who want to build further barriers between Politicians and ordinary people.

Gray’s Anatomy of the Bible – Alan Craig & the Gutter

This is a classic local politics blogging story. Tonight I was canvassing on behalf the Labour Party in the Newham Royal docks by-election when one of my team mentioned that they had read a post about me by Christian People’s Alliance (CPA) Councillor Alan “no to big mosques but yes to big churches” Craig.

In this post Craig said “a friend drew my attention to another Labour Party Biblicist in Newham, albeit a reluctant one. The references are in the blog (http://grayee.blogspot.com/) of local Labour and trade union activist John Gray”. The post was in September last year. Since no-one reads or comments on Craig’s BBB (Bigoted Boring Blog) it wasn’t noticed until recently.

Now Craig is slagging me off good and proper which is his right I suppose. I am to him apparently some sort of "Life from Mars" 1970's "old left" throwback. Which will come as a surprise to my "comrades" in UNISON United Left. But I'm not complaining about this.

Anyway tonight I posted this comment on his post which I await his reply.

Tonight while out canvassing in Royal Docks a Labour Party comrade told me about this post. It would appear that you as ignorant as you are bigoted. I would be pleased to be compared by anyone else but you to Jack Jones who is a hero who risked his life to fight fascism and was wounded as a young man in the Spanish civil war.

As anyone who has read my blog would realise Arthur Scargill is no hero of mind even if the coal miners are and I did proudly support them on the picket line during the strike. Nick Cohen’s book “What's Left” is on my bookshelf and while I would not agree entirely with everything he writes upon I am a firm supporter like Nick of the Euston Manifestos.

I note that you do not have the courage to actually reference my posts about you. Nor my fears about the suspicion and division that your hypocritical comments about “mega mosques” provokes in our communities. Anyone interested can check my blog out and in the search button type “CPA”.

It’s not really that I think you ought to keep your opinions out of the pulpit - it is that you should keep them out of the gutter.

Pass the Sick Bag - United Left's Permanent Revolution circa 1979

In case some UNISON comrades wondered what United Left is really all about...(it’s on blogger and in wikipedia so it must be true!)...

Permanent Revolution is a revolutionary Trotskyist group which was formed after 24 people were expelled from the League for the Fifth International (L5I) in July 2006. It takes its name from Leon Trotsky's theory of permanent revolution.
The group was founded after a two year struggle against the perspectives adopted by the L5I at its
2003 Congress [1]. It had first organised as a tendency then as a faction.[2]
The split followed a discussion of how to assess the impact, on class politics in general and the level of class struggle, of two changes:
the effect of the
restoration of capitalism in the former degenerated workers states in 1990
and of the defeats of the
working class movement in the 1970s/80s, particularly in the USA and United Kingdom.
The group gathered together a minority which argued that, almost without exception, the international left had undertaken no serious rexamination of world perspectives and economy since a "stagnation phase" in the 1970s and 1980s.
[3] It felt that as a result, the international left had been unable to explain either the marginalisation of the left or the failure of important protest movements against capitalism (such as the anti-capitalist movement, anti-war movement and Social Forum movements) to sink significant roots into the world working-class.[4][5]
Permanent Revolution argued the L5I perspectives adopted at their Sixth Congress in 2003, that the engine of the world economy had “halted”, that world capitalism was in a “period of stagnation” and as a result the world faced a “pre-revolutionary period,” were fundamentally inaccurate and the refusal of the L5I to correct these perspectives in the light of experience, proved they had decisively broken from the method of revolutionary Trotskyism. In contrast Permanent Revolution argued that the integration of the former workers states into world capitalism, when combined with the defeats of the working class in the 1970s/80s, had allowed capitalism to revive itself through globalisation.[6]
Furthermore, it argued that while the working class movement was no longer in the counter revolutionary phase of the 1990s, the movement had still not fully recovered from those defeats and rather was in a transitional period, with uneven struggles, not yet usually generalised or sustained [7].

Yawn, yawn, yawn and yawn...God, these people are so boring and so full of themselves. What on earth are they going on about? What does this rubbish mean? it's a tendency, then a faction, they are all L5I, who are these degenerated workers? What are they on? and of course, what on earth are they trying to do to our union? (we can guess)
